इक्कसवीं सदी की आवश्यकताओं को ध्यान में रखते हुए गुणवत्तापूर्ण उच्चतर शिक्षा का प्रावधान किया गया है। उच्चतर शिक्षा मनुष्य और सामाजिक कल्याण की दृष्टि से महत्वपूर्ण भूमिका निभाती ह। यह सामाजिक एवं आर्थिक विकास की आजीविकाओं को स्थाई रूप प्रदान करती है। इसलिए राष्ट्रीय शिक्षा नीति २०२० में उच्चतर शिक्षा का मुख्य उद्देश्य अच्छे चिंतनशील, बहुमुखी प्रतिभायुक्त रचनात्मक व्यक्तियों का निर्माण करना है। उच्चतर शिक्षा राष्ट्रीय विकास में उत्तरोत्तर प्रगति प्रदान करने वाली होनी चाहिए। इस हेतु ही इस राष्ट्रीय शिक्षा नीति २०२० में आमूलचूल परिवर्तन की अनुशंसा की गयी है।

राष्ट्रीय शिक्षा नीति २०२०, २९ जुलाई २०२० को भारत सरकार के केंद्रीय मंत्रिमण्डल द्वारा अनुमोदित की गयी। इसमें भारतीय परम्परा के अनुसार शिक्षक की आदर्श संकल्पना प्रस्तुत की है जो विद्वता,नैतिक आचरण,कर्तव्यपरायण और विश्व कल्याण के लिया सतत प्रयत्नशील हो। इसके साथ ही आधुनिक अवधारणा के अनुरूप वह न केवल मनोवैज्ञानिक सिद्धांतों,सूचना तकनीकी एवं अत्याधुनिक उपकरणों का कुशलतापूर्वक उपयोग करने में समर्थ हो बल्कि शिक्षा के क्षेत्र में नवाचारों एवं ज्ञान-विज्ञान में दक्ष तथा सृजनात्मकता से परिपूर्ण हो। साथ ही साथ वह बालकों के सर्वोत्तम विकास की प्रक्रिया को समुचित गति देने की सामर्थ्य रखता हो। प्रस्तुत अध्याय में उन्ही बिंदुओं की विस्तार से चर्चा की गयी है।
