Dayal, Shweta BhardwajIndia's forests have suffered serious depletion over the years, in terms of their growing stock, forest cover, creaming out of important timber species and biodiversity, mainly because of commercial over exploitation of the forests and the grinding poverty of forest dwellers. The direct dependence of forest dwellers on the forests is most evident in meeting their survival and subsistence needs e.g. collection of fuel wood, fodder, non-wood forest products, small timber etc. But unfortunately substantial number of them have been caught in the vicious circle of poverty that forces them to overexploit the nearby forests, causing serious depletion of the resource. Dayal, Shweta BhardwajAmong government agencies with decision making capabilities, the idea and perception of biodiversity conservation varies greatly. At the national level the Ministry of Environment, Forest & Climate Change (MOEF & CC) being the lead agency understands the value and merit in protecting areas for biodiversity conservation. Unfortunately however the MOEF & CC for many years was caught in the quagmire of "Charismatic Megafauna Syndrome" limited to glamorous mammals such as Tigers and Rhinos. This was to the extent that even call for the launch of a "Project Bustard" on the lines of Project Tiger and Project Elephant has not been given due consideration. Till a few years back MOEF was non-committal on key programmes on other taxa. For example even a demonstration workshop on satellite telemetry for birds (Javed et al. 2001) took nearly 10 years to get a green light. Fortunately in the last few years the MOEF & CC has been more forthcoming and supportive of holistic studies on various elements of biodiversity.Item Problem Relating to Biodiversity(Authors Press, New Delhi, 2016) Jamal A. Dayal, Shweta BhardwajMany cottage industries in the rural areas wholly depend on forest produce. Some of these like rope (baan) making, basket making, cane chairs (moondha) making and dona (country cups, plates and bowls made of leaves) obtain the raw material from the wild. Saccharum ravennae (L.) L. leaves are used in baan making while Saccharum spontaneum L. culms are used to make moondhas. Branches and canes of a good number of plant species are used in basket making. Plants used for this purpose include Bauhinia racemosa Lamk., Butea monosperma (Lamk.) Taub. Cajanus cajan (L.) Millsp., Careya arborea Roxb, Crotalaria juncea L., Dendrocalamus strictus (Roxb.) Nees, Eulaliopsis binata (Retz.) Hubb., Hardwickia binata Roxb. Hibiscus sabdariffa L., Lannea coromandelica (Houtt.) Merr, Marsdenia tenacissima (Roxb.) Moon, Bauhinia integrifolia Roxb. Sida rhombifolia L. Calamus tenuis Roxb., Calotropis gigantea (L.) Dryand., Cannabis sativa L., Desmostachya bipinnata (L.) Stapf., Flemingia strobilifera R. Dayal, Shweta BhardwajWildlife management in our country has been the responsibility of foresters ever since scientific forestry commenced some 125 years ago. During the initial stages, the emphasis was on consolidation of the legal and silvicultural status of the reserved forests. A considerable proportion of forestland during this period was under individual ownership. The pressure on forestland was also less, because of low population levels of both human beings as well as cattle. In the second quarter of the 20th century, the pressure on the land increased due to the steep increase in human population, which resulted in the shrinkage of wilderness. As a sequel, some areas were declared as sanctuaries for conserving wildlife. To provide better legal status, the Indian Forest Act of 1927 was amended, and the Indian Game Act of 1935 was introduced. During the post 'Independence' era, the proprietary rights in private forests were abolished, without simultaneously transferring the authority to the 'Forest Department' for management. This resulted in the rapid loss of forests due to encroachments and grazing.
